The goggles are on the south side of the axle of the giant winch wheel, near the beginning of the Pig Iron Quarry jumping puzzle. Alternatively use the launchpad just northwest of the waypoint or the skyscale mount if unlocked.

38	Shiverpeak Mountains Diving Point #7		Timberline Falls	Nonmoa Lake	Coil Waypoint —	Head west to the Sipedon Deeps krait tower and climb to the top. The goggles are on the southwest side on a pointy thin wooden boom above the Veteran (you can run past him, loot, and use the goggles; also can ignore the krait witch)
