Inactivity refers to lack of participation:

• Event participation — Rewards are forfeited:
  • 2 minutes after last contribution
  • Reward level is restored by contributing again
• WvW participation — Starts decaying:
  • Up to 10 minutes after last action
  • Decay stops upon gaining any participation
• AFK — Automatically logged out:
  • 1 hour by default, or 5 minutes after combat
  • 1 minute warning is given
  • Timer is reset by moving or using a skill
