This letter is made to appear as though it is just a collection of observations about the local wildlife, but it actually contains a different missive hidden within.
While my survey of the island is ongoing, I am confident already in the assessment that control over it would be economically and strategically worthwhile. There is an unexpected population present, but they occupy a very small portion of the available land; even if we were to cede them that portion entirely, it would have no meaningful impact on the viability of the project.
It would, however, be a substantial undertaking due to the remaining defenses and the difficult landscape. It is unclear when sufficient transportation to make this possible will be achieved, but it seems likely to happen eventually. Overall, I would say the project is viable and the rewards exceedingly worthwhile. There is more potential here than anywhere else remaining in Tyria.
However, if an attempt is to be made, I would strongly encourage the ministry to move quickly, because we are not the only ones who have taken an interest. I won't speculate on the viability of political maneuvering to lay claim to it; I am certain the Ministry of Law could find cause to claim ownership of the sun and stars if they so chose. But more aggressive approaches should be considered as well. Someone will wind up in control of Castora by the end of this, and we'd best make sure that it's us.
