We rarely see eye to eye, but it's in our nation's interest that we continue to share information on our respective investigations.
Despite the repeated insistence of your new "assistant," we have uncovered no evidence of Ankka at the reactor. The idea that an outsider could weaponize your technology in a way that you hadn't considered is...hard to believe. Even I have to admit, no one knows jade better than you.
What we have recovered is a log in which the pirate "Ivan" clearly states you were their mark all along. This very pirate has since been spotted in the company of the other suspects.
The cleanest explanation continues to be that the dragon champion used their dragon's magic. Your pet pirates betrayed you. That's where the facts lead.
These outsiders are not worthy of your trust. Do not let them fool you again.
