• Watchtower Cliffs in Lake Doric.
  • Possible drop from the chest that spawns upon completing [Group Event] Defeat the massive earth elemental and stop the Harathi High Sage (80).
  • Possible drop from Elite Crazed Harathi that spawn around the Fallen Watchtower.

Anomaly:

This item is only available from a Living Story 3 map and doesn't appear to be available in the core game, unlike most other core rune recipes.
