Steel Shield is a tier 3 shield crafted by Weaponsmiths. Like all crafted items, the power, value, and rarity all vary based on the specific recipe used.

The standard crafting recipe is: Steel Shield = 1 Steel Shield Boss + 1 Steel Shield Backing + 1 Seasoned Inscription
