This guy isn't around all the time. I found him having a conversation with Seath and Davra at the entrance to Iron Legion Arsenal (may not have technically been there, as he was very near the border). They eventually ran to War Wagon Prep Deck to finish their chat, then ran off towards Hero's Canton to despawn. SarielV 09:10, 30 April 2025 (UTC)
