An appears when he spawns. You start the event by talking to him. For me he appeared after the Collect evidence of Vabbi's true history for the Order of Shadows event ended and the kids who came down after the event had left. J.Tesla (talk) 20:02, 27 October 2017 (UTC)

Directions are wrong - somebody doesn't know east from west
