Place it at another pedistal around the fountain.
When all 5 pedistals around the fountain have a box, a chest will appear.

Bugged?

All - I have been attempting this quest for about six months, and I cannot see it trigger. I have waited over an hour through other events that occur near it without success. Are there any tips to having this available to complete my quest?

Hi, I'm guessing that you are referring to the purge corruption from the plants event? There are bugs that prevent the event from happening. Detailed in the notes for the respective event pages: Help Narcisse purge corruption from the plants!#Notes and Help Forro purge corruption from the animals and return them home#Notes. If the Forro event is bugged, it will not happen unfortunately. I've had success checking the map/events after reset, maybe because new instances open up with more players.
