For some reason, you have to buy all the items at once, as soon as you have made the Filet of Sous-Vide Meat and have it in your inventory. If you buy the Immersion Circulator and then leave, you'll need to make another piece of filet, because the old one in your bags won't count. Plikk will have no additional items for you to purchase until you make a new filet. So instead of wasting the ingredients, just buy all three items at once, in the order they appear in her inventory. Also, it should be noted that Plikk is located on the bottom floor/4th floor/Depths. The waypoint does not show on the map unless you are standing in Rata Sum.
