This recipe pops up on GW2Spidy, but isn't redirected properly from the wiki. I'm still fairly new to this, I haven't seen the item in game, so is it still Acct-Bound from the PSNA Agent, or not? This item can not be found at the damn pact supply agent! I have been looking for months. And yes I have the mastery that's supposed to make it possible to find. I'm not repeating the storyline event repeatedly until I find it.
