This item will appear in the vendors tab once you have one full set of Tier 1 Mist Shard armor unlocked. The easiest way to do this is picking the same armor class (Light, Medium or Heavy) for each of the six achievements that reward you one piece per (plus the corresponding recipes to craft the other weights), since you will have to complete those achievements no matter what; a list of those achievements is provided here. If you picked a mix of armor weights from the achievements, you will have to craft one full set of any weight, with each piece requiring 25 
Mistborn Mote.
