All Bets Are Off is an achievement re-released with the Battle for Lion's Arch release. It was previously available in 2014 with the Escape from Lion's Arch release.
All Bets Are Still Off is also documented on this page as it has the same objectives. Completing it will also give credit for All Bets Are Off if it hasn't been completed previously.

Walkthrough[edit]
These objectives are available in the "The Evacuation of Lion's Arch" instance of Escape from Lion's Arch (story).
All of the moas must be rescued in a single instance to get the achievement, however it is possible to complete the instance first to clear the miasma, and then find the moas.
