Fancy Letter is a book found during the Battle for Lion's Arch release, it can be accessed above the jail in Fort Marriner during the Connecting the Pieces story step.
The jail is located on the western side of the instance, in the squat little tower beyond Sheriff Siriam.

Firstly I hope you are well, old friend. I know these days are dire.
I will keep this brief. I am writing to inquire about one of your inmates. A certain...suave sylvari, if I'm to believe the rumours. I've done my research, and I see that he's led a tumultuous and storied life so far: involuntary test subject, Consortium cartographer and project team leader, Molten Facility liberator, and corporate saboteur. For all his struggles, he's developed something of a reputation, even in the quieter halls of Divinity's Reach. And as it turns out, I have use for a man of his particular "prestige" and skillset.
There are places I cannot move through without notice and things I cannot do from my current station without drawing unwanted attention, so I've learned to delegate more effectively. In this case, he would serve as an...extension of the Shining Blade and the Krytan crown—under my express supervision, of course. If you think he'd be at all cooperative, I am interested in purchasing his billet.
