Notes on Creation 23 is a book found next to the Inquest Engineer on a small hill west of Forecastle Rock during the Creation 23 events.

Test 5: Creation 23 displays some psychic capabilities and can seemingly attract beings against their will. On a related note, Assistant Megg's arm will likely need a cybernetic replacement.
Additional work on technological components might allow greater control over 23's behavior.
Test 27: Increasing power to cranial transplant resulted in increased control of 23. I am now able to control 23's actions. Sporadically.
Unexpectedly, this allowed 23 to control victims even after death. Further research needed.
Test 51: Progressed to field testing at biomancer's request. Internal testing was negatively impacting research staffing.
23 has gained the ability to shield itself, using its surroundings somehow. Abilities seem to encompass manipulation of inorganic materials.
Next: decrease cranial implant power by 5%.
