The Soundless Villagers are sylvari who have disconnected themselves from the Dream of Dreams and now live on the Weeping Isle in Ventry Bay. They lived in Naulshead Refuge until they were forced out by the Nightmare Court recently.

I came to Bay Haven to get supplies we can't acquire for ourselves on the Weeping Isle, but the trip is dangerous, especially for one of the Soundless. Could you escort me back, please?

We keep to ourselves and avoid sharing our thoughts and emotions, so they call us Soundless. Nightmare Court raids forced us out of Naulshead Refuge, so we moved to the more defensible Weeping Isle.

It used to be the wildlife; the local animals get vey territorial. Lately, though, the Nightmare Court have been the real danger. And with the haven unable to provide patrols...

When aren't they? They kidnap travelers when they can, especially the Soundless. They already drove us out of Naulshead refuge, and now they squat there like a beast, menacing anyone that wanders by.

I don't know the details, but the lieutenant at Bay Haven says they lack the manpower. Something about the haven still being under construction. It'd be done by now if they'd grow their buildings like us.
