Icebound Chests spawning

I have seen map guides online pointing to chests that I definitely couldn't find in game. Are spawn locations and numbers somewhat random? do they depend on how successfully the night meta was accomplished?

I opened up chests on a lvl 50 toon, and recieved lvl 80 gear, therefore it is NOT your characters level.
