Well, no, it is not related, and that's because of two reasons:

1. This is a core-GW2 area, many years before EoD even hit the pre-production.
2. In lore, when Ebonhawke and this area were established, the Kestrel organization didn't exist yet. ~Sime 15:36, 7 January 2026 (UTC)
