Castaway Silver is a Hullgardener sylvari can be found in the Hullgarden village near the Astral Ward Illuminate Lightburn. He will talk to player after completing Tier 2 of the Hullgarden Renown Mastery achievement.

Determining whether to aid crash survivors is all about risk assessment. First, always avoid approaching a castaway alone or without a weapon. They just went through hell... May not be in the mood for conversation.
Never hesitate to return to Hullgarden for backup, but if you choose to proceed, stay alert. Watch for freebooters, too; it's possible you could be walking into a trap set by our rivals. If it's not a freebooter trap, they're not far behind. They'll try to beat us to any cargo that washes ashore, so they're bound to show up sooner or later.
Once the coast is clear and you've determined that the castaway is friendly, bring them to me. All newcomers should be seen by Westergard or myself before getting too comfortable.
And remember—don't risk your life for a few crates of stale bread. Never do cargo retrieval without a full party.
