Four instigators can be found spouting Purist propaganda to refugees around Daigo Ward. Break their defiance bar to force them to reappear as an Elite Purist Agitator alongside two henchmen.

Displaced Instigator (male): This is not the first time we've let others encroach on our land! We must learn from our past mistakes!

Displaced Instigator (male): Will you wait for the Ministry of "Security" to protect you? From the very threat it created?

<Instigator/agitator> (female): First it was the Luxons, the Kuricks... Now tengu live beside us as if they are equal. Is this what Cantha has become?

<Instigator/agitator> (female): [sic] The empress is too weak to reclaim her own palace, much less return Old Kaineng to its former glory!

<Instigator/agitator> (female): The so-called Ministry of Security is far too weak and bogged down with bureaucracy to keep you safe. We need action!

<Instigator/agitator> (female): These Tyrian outsiders bring nothing but war and suffering! Since their arrival, we have been plagued with misfortune.

<Instigator/agitator> (female): Witness how they bring nothing but bloodshed and destruction! We were safer in isolation.

<Instigator/agitator> (male): Prioritize Cantha's future! We will not leave our children a nation paralyzed by its own policies!

<Instigator/agitator> (male): The empress is naive to foreign agendas. If we don't act, her naivety will be repaid in Cantha's demise!
