This article is about the rank in the Mesmer Collective. For the mesmer skill, see Veil. For the metaphysical barrier between realms in the Mists, see Veil (lore). Veil is the highest rank in the Mesmer Collective. There are nine members who act as the organization's leaders, divided into inner and outer councils.[1] The inner council maintains the collective's internal matters, while the outer council manages the collective's external connections.[2]
