Case 382: Reports of Titan Organ Smuggling There have been some troubling reports of titan organs being smuggled out of Bava Nisos, and gods only know what people are doing with them. To make matters worse, everyone on location here is either Tyrian Alliance or Astral Ward. Between the two, I've got enough red tape to strangle a damned titan. I can't exactly go kicking doors in without probable cause. Looks like I'm gonna need your help. Magnus laughed me out of his office when I told him Evon's vaults were broken into by, I kid you not, a cat. Hell, after something like that, nothing's out of the question anymore. Come find me near the field hospital tha ward set up. I'll fill you in on what I know. And look, I know you're plenty busy, but if we let this type of stuff slide, who's to say it won't cause bigger trouble down the road. —Chief Inspector Lutze Lionguard |
- Chief Inspector Lutze
- Commander, glad you got my letter. Here's the situation: Organs are making there[sic] way outta Bava Nisos. And they sure didn't just get up and walk away on their own...
- Tell me what you know.
- There's a smuggling ring, that's certain. Doubt it's very big, though. Five, maybe ten members tops? But before we can bust it up, we'll need to get our hands on some evidence.
- Where do I come in?
- You get to do a little inspection work. Check around the camp. You find any crates with organs inside, we get the okay to investigate. It's that simple.
- Should I bring the crate back here, or...?
- Huh? No. We don't wanna tip 'em off by swiping their goods. And what am I gonna do with a crate of organs anyway? Your testimony is plenty for right now.
- On it. Doubt they'll be obviously marked, but I'll be thorough.
- Sorry, can't get caught up in this right now. I'll circle back.
- Sorry, can't get caught up in this right now. I'll circle back.
- Sorry, can't get caught up in this right now. I'll circle back.
- Sorry, can't get caught up in this right now. I'll circle back.
- Checking crate of smuggled organs
- This crate is filled with all sorts of bits and bobs. What should you do?
- Push the random stuff to the sides.
- You push everything to the sides but find nothing. You should probably try something else.
- I don't have time for this.
- Take everything out of the crate?
- Now empty, you notice a small latch on the bottom of the crate.
- Unhook the latch and open the false bottom.
- Your fingers unhook the latch but... Ouch! Something pricked your finger. Oh, this isn't good.
- Ow, that smarts! You step away to collect yourself.
- Check for traps?
- You carefully check for traps first. You properly disable them before undoing the latch.
- You find a small crate filled with titan organs and...a raven symbol.
- Leave it be.
- Return to Chief Inspector Lutze
- Find anything?
- Yep, trapped crate marked with a raven symbol.
- Raven symbol... I'll check with my sources. The good news is that this gives us proof of the smuggling ring's existence.
- So, what's the next step?
- So far, we have a few suspects here in Bava Nisos. We know that someone is hauling the goods while someone else is cooking the books to get these crates out.
- Okay. What else?
- Buyers. There are a few suspects out there you'll need to look into. The, we can go after the ringleader.
- Any leads on the muscle?
- Someone here in camp is moving the crates. Probably someone pretty strong. Keep your eyes and ears open for anyone acting suspicious. Report back to me with any intel or evidence you find.
- Got it.
- Can't right now. I'll circle back.
- Who do you think is cooking the books?
- What about the buyers?
- I've traced some to the wealthy neighborhoods of Divinity's Reach. I've also noticed a lot of money moving through the Lion's Arch docks. And, between us, I think a ward member is in on it.
- A ward member?
- That's right. And they're not an easy bunch to investigate. Well, for me, anyway. I've gotten word that someone on the inside is harvesting from the organs. Snoop around, see what you can come up with.
- I'll go take a look. Anything else?
- Can't right now. I'll circle back.
- Can't right now. I'll circle back.
- Think I got it. Go ahead and show me the list.
- Can't right now. I'll circle back.
- Can't right now. I'll circle back.
- Can't right now. I'll circle back.
- Suspicious Note on the railing of the bridge leading to Manor Hill.
I have the goods. Follow these pages to the letter. Leave the gold.
Keep to the right. Behind the second tree.
—CB
- Suspicious Note hidden in a circular tree planter near the paper lanterns on Manor Hill.
Observe the Paper Lanters
Select the true statement from the choices below and follow its instructions:
A red lantern is always next to a yellow lantern.
The drop is inside the house that's located down the street on the right. Look behind the red armchair on the second floor.
There are more than nineteen yellow lanterns but fewer than twenty-two.
Continue down the street. Turn right and pass through the garden arch. Turn right again and continue straight down the street. Look behind the last crates.
Blue lanters are the rarest of them all.
Backtrack toward the location of the first note. Go down the stairs on your right. Once down them, look to the right of the door.
—CB
- Note of evidence tying Countess Cindy Breaud to the smuggling ring.
Countess,
Don't think for a second that you can cut me out of your little "business venture." You and I both know those rich clients of yours aren't paying you in complements. We have a deal here. Gods know I've kept my end of the bargain, and I bet the queen would like to be interested to know about yours.
I've been more than patient with you. It's time to PAY UP.
Remember, "Your Highness," I'm you only source of supply. When you're goldless in the gutter gain, you think those snobs you rub elbows with will give you a second glance? Or are you gunning for a prison cell this time around?
Pleasure doing business, —H
(You notice the familiar raven symbol at the bottom of the page.)
- Note next to the hidden crate of smuggled organs
Saturninus,
We need to be more careful. I don't know if you noticed, but an old colleague of mine has been dispatched to Bava Nisos. Lutze is a tough nut to crack and has an eye for detail. Keep the shiptments separate for now until we can find a better hiding place.
Also, destroy this note, you great oaf.
—H
(You notice the familiar raven symbol at the bottom of the page.)
- Talking to Isla
- Commander, not to be rude, but I need to get these crates sorted for shipment. We wouldn't want mursaat texts going to the Vigil Keep, would we?
- Of course not. Just a few quick questions to keep the wizards happy.
- I suppose. What do you need?
- They're looking for recruits. I'm checking for potential alliance members.
- Okay. I like to keep my boots on the ground, but I'm also not one to turn down an opportunity. Ask away.
- Where are you from?
- Astorea, originally. But as of more recently, a brig in the grove. I was locked up when Mordy sent out his call. When the ordeal was over, I joined the alliance. I... needed to get away.
- (If sylvari)
- That's understandable. We can move on to something else.
- (Otherwise)
- I'm sorry to hear that.
- Sorry to bother you. I'll let you get back to it.
- Have you done any fighting?
- No. It's not for me. My calling is numbers. The alliance has me sorting, filing, and cataloging. I can make those number sing if I need to.
- Interesting. What numbers are you making dance these days?
- Well, I've got 100 pounds of texts heading to the Durmand Priory, 500 pounds of food supplies coming in Lion's Arch, and about 200 gallons of fresh water from Harvest Den.
- Well, you're plenty busy then. I'll leave you to it.
- Sorry to bother you. I'll let you get back to it.
- Sorry to bother you. I'll let you get back to it.
- Have you seen anything strange lately?
- Strange? Commander, do you know where we are right now? I wouldn't be surprised if the Pale Tree herself showed up.
- Fair enough.
- Sorry to bother you. I'll let you get back to it.
- I think I have what I need. Thank you.
- Sorry to bother you. I'll let you get back to it.
- Sorry to bother you. I'll let you get back to it.
- Talking to Ylani
- Wayfinder, good to see you. Need something?
- Oh, just making sure the alliance and ward are getting along.
- I think things have gone quite smoothly. Taking my history into consideration, anyway.
- Mind if I ask a few questions just to get a clearer picture?
- Whatever I can do to help.
- You mentioned your history? Something you're concerned about?
- I'm a former Nightmare Courtier. Other non-ward sylvari give me a wide berth. And how can I blame them?
- A Nightmare Courtier! Quite an employment history.
- Sorry for bothering you. I'll let you get back to it.
- What are you currently working on?
- Have you seen anything strange lately?
- The ward wouldn't be here if things were normal, Wayfinder! But whatever comes our way, we're ready for it.
- Right. Of course.
- Sorry for bothering you. I'll let you get back to it.
- I think I have what I need. Thank you.
- Sorry for bothering you. I'll let you get back to it.
- Sorry for bothering you. I'll let you get back to it.

- Shipping manifest in Lion's Arch
I'm bringing in more supplies from Elona, specifically the Garden of Seborhin. Here is the list of inventory on our incoming ship. The majority is supplies for both the refugees and the alliance's efforts against the titans.
5 tons of gold from my personal fortune 70 crates of clothing for the refugees 300 pounds of salted meats
I wish I could do more to help directly. For now, I'll be speaking with the council here in Lion's Arch soon about what they need.
If you want to speak with me directly, I'm overseeing the ships near the docks. —Alden Wamser
- Talking to Alden Wamser
- Commander. Not in trouble, am I? Just doing my part to make amends for past mistakes.
- Past mistakes?
- Oh, I thought you knew... I was a major Joko supporter. I believed his divinity truly with all my heart. You and your dragon showed the world the truth.
- His propaganda was extensive. What amends do you mean though?
- Joko made his people rich, since only the living needed gold. I've been doing charity work in Amnoon, but they needed help here. Gold doesn't solve everything, but it keeps the wheels turning.
- I'm sure the people of Lion's Arch appreciate your efforts.
- Sorry for bothering you. I'll let you get back to it.
- Sorry for bothering you. I'll let you get back to it.
- Talking to Jaxi
- Wayfinder. Good, good. Isgarren is making a mistake— a big mistake. Yes, yes, so many possibilities...
- A mistake?
- Oh, no concern of yours, dear Wayfinder. None at all. In fact, pretend I said nothing. Nothing at all.
- Right. I'm... going to go now.
- This... seems like a bad time for you. I'll come back later.
- Dropped note near Jaxi
Jaxi,
I told you I'd come through for you. Don't do anything stupid like trying to get the organs on your own. Lutze is a problem that I'm working on— just a small delay and the shipments will continue. Whatever you're using the goods for is no concern of mine. Just keep your head down. We don't need nosy wizards prying around our business. You keep the payments coming. I'll take care of everything else.
—H
(You notice the familiar raven symbol at the bottom of the page.)
- Bringing evidence to Chief Inspector Lutze
- Please tell me you got some names? Evidence? Anything?
- I've narrowed down some suspects.
- Gimme the names. Spill it!
- Countess Breaud, a human noble, is the Divinity's Reach buyer.
- Cindy Breaud? Her family is a distant relative of Estelle's. After the mess with the White Mantle, I heard the whole family fell from grace. What proof do you have?
- An entire chest of gold from her buyers. And a letter from "H."
- Perfect. We won't be able to nab all her buyers, but this should be enough to break up the smuggling ring.
- Glad I could help. Back to the others...
- Saturninus Deepsmoke. An Olmakhan charr. He's the muscle.
- Deepsmoke, the mercenary? You sure? Please tell me you have proof.
- Found a crate of organs he was moving. Also, a note signed "H."
- Perfect. I'll book him once we have the others confirmed.
- Happy to help. Now, as for the others...
- Ylani the sylvari. She's running logistics.
- Ylani? Hmm, can't say I know much about her. But she's ward, so you better have airtight proof.
- She's a former Nightmare Courtier. And that seems... uh... not good?
- "Former" being the keyword. I've heard the ward takes all types. What she did before is between her and them. So if you don't got evidence, we don't got a case here.
- True. Everything she said did line up...
- Isla the sylvari. She's overseeing shipments.
- Isla. Huh. I've got intel that the Grove locked her up during the Mordremoth fiasco. They freed her after it was all said and done. What's your proof?
- She's lying about shipments, doctoring manifests[sic]
- Tell me more.
- She said 500 pounds of food was coming from the Black Citadel!
- You're sure? You may want to double-check with her or the manifest again.
- Oh, wait. That's not right...
- She referenced 100 pounds of outbound text. Records state 75.
- Better than nothing. Plus, having your testimony should lend us some credibility.
- I stand by it. As for the others...
- She said something about 150 gallons of fresh water.
- You're sure? You may want to double-check with her or the manifest again.
- Oh, wait. That's not right...
- The manifest repeatedly mentions ammo. She said nothing of it.
- You're sure? You may want to double-check with her or the manifest again.
- Oh, wait. That's not right...
- I'll double check.
- Jaxi, an Astral Ward asura, is one of the buyers.
- Never heard the name. But I do know that Isgarren banned the study of these organs. So if this Jaxi is up to something, it's probably no good. Evidence?
- A note from "H." Seems Jaxi was getting impatient with the smugglers.
- Another raven symbol... I'll have to work with the alliance to handle Jaxi's arrest. The Astral Ward may want to deal with this one internally.
- Glad I could help. Now, about the others...
- I'll be back once I've found some more leads.
- That's all of the crew!
- Coming up empty. I'll keep at it.
- After bringing all evidence to Chief Inspector Lutze.
- Let's look at what we have to go on: We have letters signed "H" and a raven symbol. The raven? Straightforward enough. We're dealing with a norn. "H" is a little cryptic if you're not in the know.
- Let's assume I'm not in the know.
- Lionguard. Or ex-Lionguard, rather. Hedda "the Cunning" as she goes by now. We kicked her out for turning good Lionguard toward corruption.
- Any leads on where Hedda is?
- Last I heard, she went underground. Was stationed at Twinspur Haven when internal affairs caught up to her. Hopefully for us, she got sloppy and left a trail. Head there. See what you find.
- On it.
- Sorry, can't right now. I'll follow up.
- Sorry, can't right now. I'll follow up.
- Partially Burned Notes on western wall of Twinspur Haven
(Most of the note is illegible, but you are able to make out a small fragment.)

- Hedda's Stash with a Letter to Hedda.
(There is a letter atop the gold pile.)
Hedda,
I think they're on to us. I'm moving the organs around as subty as I can, but that Lionguard is asking questions. And now she's got some patsy working for her. Please reach out once you get this letter. I'm not sure what to do, Boss. I'm worried that Isla will stop responding to the threats as well. You may need to put the screws to her to keep her cooperating.
—Saturninus
(This letter is marked with the familiar raven symbol.)
- Talking to Chief Inspector Lutze after finding the Letter to Hedda.
- Commander, good news. I have a location for Hedda. Show me some proof, and my team can move in for the arrest.
- How's this for proof? A letter from Saturninus with Hedda clearly named.
- Excellent. We can cuff 'em to the cold, hard shackles of justice. I have a feeling they'll let slip a few more names for us to go on.
- Wait. For the record, Isla was being threatened into helping.
- For the time being, she still qualifies as an accomplice. But if she cooperates, we can go easy on her. Come find me near the brig in a little while. You can judge Hedda for yourself.
- Good luck with the arrests.
- Sorry, I'll have to handle this later.
Post-achievement Dialogue[edit]
- Chief Inspector Lutze
- We got 'em Commander! Every. Single. One. Excellent detective skills outta you! Once I get all the paperwork sorted, it's off to Lion's Arch with the lot of 'em.
- Happy to help.
- The streets will never be squeaky clean, but with this ring broken up, they'll be that much safer.
- If you ever need help again, feel free to reach out.
- Case closed.
- Hedda the Cunning
- Ah, the famous commander. A chronic meddler in Tyrian affairs, including my own business it seems. Not to mention my mentor's. Remember Shadowsong?
- "Business," huh? So it was just all about the money.
- Money, legacy, influence, whatever you want to call it, Raven requires it. I saw a unique market and a limited-time opportunity. Do the math, Commander. Or are you really as dense as you look?
- Even if the money was good, you don't know what you let out into the world.
- Don't play coy with me, Commander. You love people like me. We create crisis and you get to play savior. What's bigger these days. your hero cult or your ego?
- You think I put up with people like you for attention? To stroke my ego?
- Or maybe you just enjoy the work. I reckon you've stolen more than I have, killed more than I have. The difference is I own my actions. Maybe it's time you owned yours.
- I'd gladly stand trial to defend my actions. Doubt you can say the same.
- Good luck with your trial, Hedda.
- Good luck with your trial, Hedda.
- Hope you don't ramble this much during your testimony.
- If Norn
- Ah, the famous commander. A chronic meddler in Tyrian affairs, including my own business it seems. Not to mention my mentor's. Remember Shadowsong?
- You disgrace Raven with your actions.
- Hardly! I'm one of the true faithful. Raven demands that we seek out power and knowledge. Everything is permitted in that pursuit.
- Does it also demand selfishness? You help yourself, not your fellow Norn.
- Whatever helps you sleep at night in your prison cell, Hedda.
- Hope you don't ramble this much during your testimony.
- Isla
- After all that, back behind bars again. Such is my life.
- I found proof you were being coerced. They'll go easy on you.
- Nothing in my life has ever been easy, Commander. My own mentor turned me in when I heard the call. She watched as I lashed out like an animal. And when it was over, she couldn't look me in the eye.
- It was a hard time for many. We all have our lot in life.
- Then, I found the alliance. My skills were valued, I made friends. And then this happens! How can they ever trust me again?
- If they're true friends, they'll come around once they hear the truth.
- Don't give up yet, Isla. Good luck with your trial.
- Don't give up yet, Isla. Good luck with your trial.
- Jaxi
- Wayfinder, there's been some kind of mistake. I need to get back to work now, if you don't mind.
- You experimented on titan organs. Isgarren forbade it and you ignored him.
- Because he's an idiot! There is still so much we could learn! Isgarren is letting the alliance hold the ward back! He's a blockade for innovation! The very gunk that clogs the pipes of discovery!
- He's... a lot of things. But he also has his reasons.
- Only fools expediate the extinction of a resource. Let me out of here!
- Hold tight, Jaxi. The ward will sort out what to do with you.
- Don't get too worked up, Jaxi. Save some energy for your trial.
- I don't mind, but the law certainly will.
- Saturninus Deepsmoke
- Think a prison can hold me, Commander? I'll be out in days! Did you forget what we can do with even small amounts of sand?
- I don't think it's prison you need to be worried about.
- What are you talking about?
- It was your notes and letters that led us to Hedda, and she knows it.
- (gulps) Look, I'll make a deal. I know things. You gotta help me here. You love saving people, don't ya?
- My work is done, Saturninus. Good luck.
- I'll leave you to ponder that one.
- I'm sure the judge will be happy to hear all about it.
- Countess Cindy Breaud
- Commander, I know the queen takes you at your word. Just know... I had nothing to do with whatever this is.
- Countess, I followed your riddles in Salma. I found your ill-gotten gold.
- I... I don't know what you are talking about, Commander. Really, you have the wrong person!
- Save it for your trial. You'll need a good defense.
- Good luck with your trial, Countess.
Notes[edit]
- Opening the false bottom in the crate without checking for traps applies ten stacks of poison.
- Jaxi can be looked into early. Completing Use debris in the environment to help destroy the titan organ sacs will unlock that step of the investigation.
- Steps 24, 27, and 28 are completed simultaneously, finishing the achievement.
Trivia[edit]
- After picking the last dialogue option when talking to Chief Inspector Lutze, she will move to the Brig located in the Alliance Camp in Bava Nisos opposite of the Reinforce Armor NPC for additional dialogue with her and all the suspects.
