Hedda the Cunning is a norn follower of Raven and one of the disciples of Vilnia Shadowsong. She acts as the ringleader of a group smuggling titan organs from Bava Nisos to wealthy customers. The Pact Commander and Chief Inspector Lutze ultimately figure out the gang members' identities and discover evidence with which to capture them for an impending trial.

Money, legacy, influence, whatever you want to call it, Raven requires it. I saw a unique market and a limited-time opportunity. Do the math, Commander. Or are you really as dense as you look?

Even if the money was good, you don't know what you let out into the world.

Don't play coy with me, Commander. You love people like me. We create crisis and you get to play savior. What's bigger these days, your hero cult or your ego?

You think I put up with people like you for attention? To stroke my ego?

Or maybe you just enjoy the work. I reckon you've stolen more than I have, killed more than I have. The difference is I own my actions. Maybe it's time you owned yours.
